You can’t infer technician competency improvement from digital work instructions based on anecdote or completion rates alone. In regulated, mixed-system plants, you need a structured before/after measurement plan: define critical skills, baseline performance and errors, instrument the new instructions for behavioral data, and correlate with independent quality, safety, and training records under change control.
