MRB decision authority is the assigned responsibility to approve dispositions for nonconforming material.

MRB decision authority is the assigned responsibility to approve how nonconforming material, parts, assemblies, or related records will be dispositioned after review by a Material Review Board. It commonly applies to decisions such as use as is, rework, repair, scrap, return to supplier, or request for customer or engineering approval when required by the organization’s procedures.

In manufacturing and regulated supply chains, MRB decision authority is usually controlled by role, qualification, procedure, and product or program scope. The authority may sit with specific quality, engineering, manufacturing, supplier quality, or customer-designated representatives, depending on the type of nonconformance and the allowed disposition path.

The term refers to the authority to make or approve the disposition decision, not simply participation in an MRB meeting. It should also be distinguished from corrective action ownership: MRB disposition addresses what happens to the affected item, while corrective action addresses the cause and prevention of recurrence.

In MES, QMS, ERP, or nonconformance workflows, MRB decision authority is often represented through approval roles, electronic signatures, audit trails, and routing rules that control who can close or release a disposition record.

Recurring scrap in aerospace production is usually not caused by one bad operator or one defective machine. The most common systemic drivers are unstable process control, weak configuration and revision governance, poor data handoffs across ERP, MES, PLM and QMS, capability gaps in tooling and measurement, and delayed feedback loops that let defects repeat before containment and correction are in place.

What are the mandatory steps in an aerospace NCR workflow?

There is no single universal aerospace NCR workflow. The mandatory steps are defined by the organization’s QMS, customer requirements, contracts, and applicable standards. Common minimum steps include identification, containment, documentation, disposition, correction, verification, approvals, traceable closure, and CAPA when required.

What is the difference between nonconformity and an NCR?

A nonconformity is the actual failure to meet a defined requirement. An NCR is the controlled record or workflow used to document, evaluate, disposition, and close that issue. The exact trigger for creating an NCR depends on site procedures, customer requirements, and system configuration.

How should suppliers quantify the financial impact of recurring nonconformances?

Suppliers should quantify recurring nonconformances as cost of poor quality by defect family, part, process, program, and time period. Include booked scrap and rework, but separate estimated capacity loss, containment, expedite, customer chargebacks, and administrative effort from costs that finance can directly verify.
