Export-controlled technical data is information about controlled items or technologies that is restricted from export, sharing, or access by certain persons or countries under export control laws.

Export-controlled technical data commonly refers to drawings, models, instructions, specifications, software, or other technical information that is subject to government export control laws and regulations. In industrial and manufacturing environments, this typically involves data related to defense, aerospace, dual-use, or other sensitive items where transmitting the data to foreign persons, locations, or systems may be restricted.

Export-controlled technical data is not limited to a specific file type. It can include, for example:

  • Certain CAD models, blueprints, and 3D geometry
  • Manufacturing process plans and work instructions for controlled parts
  • Test procedures, acceptance criteria, and performance characteristics
  • Software source code or firmware related to controlled systems
  • Technical reports, analyses, or manuals that reveal controlled design details

What qualifies as export-controlled depends on the applicable jurisdiction and regulations, such as lists and control categories defined by government authorities. Organizations typically define their own internal classifications and labeling schemes, based on those regulations, to identify and handle export-controlled technical data consistently.

Use in manufacturing and digital systems

In regulated manufacturing environments, export-controlled technical data appears in both engineering and execution workflows. Common locations include PLM and CAD systems, MES and digital traveler content, ERP item and BOM attachments, NC programs, quality records, and maintenance documentation.

Operationally, handling export-controlled technical data often involves:

  • Segregating controlled data into specific repositories or environments
  • Strong identity, role-based access control, and logging of access
  • Controlling printing, downloads, offline access, and removable media use
  • Validating integrations so that controlled data does not flow to non-compliant systems
  • Maintaining version control and auditable change history for controlled records

Common confusion

Export-controlled technical data is often confused with:

  • General confidential or proprietary data: Many internal documents are confidential but are not subject to export control. Export-controlled technical data is a specific subset defined by regulation, not just by business sensitivity.
  • Physical export of parts or hardware: Export control rules may apply separately to the physical item and to the associated technical data. The item might be exportable to certain destinations while the underlying technical data is more tightly controlled, or vice versa.

Relation to export controls in manufacturing

For manufacturers, particularly in aerospace, defense, and other regulated sectors, export-controlled technical data is central to how export control programs are operationalized. System architectures for PLM, MES, ERP, document management, and supplier collaboration often need specific controls and segmentation to prevent unauthorized access, sharing, or storage of this data across borders or in non-compliant environments.
